Job Description
JOB SUMMARY:
Responsible for working with caseworkers, foster resource parents and birth parents to ensure appropriate educational services and placements for children in family foster care.
RELATIONSHIPS:
Internal - Works with other units and members of the program, Medical and Clinical Department, Records, IT, Quality Assurance and Maintenance.
External - Administration for Children's Services, Other Child Welfare Agencies and Service Providers, Department of Education and other private schools and Family Court.
QUALIFICATIONS:
- Bachelor's or master's degree in education from an accredited college or university; or a degree in a related field, such as Social Work, Psychology, Counseling or Human Services. For those with a MSW, LMSW or LCSW required.
- Minimum of three years of experience in the field of education, with one year of experience in foster care and adoption
- Ability to provide culturally and linguistically competent services
- An understanding and respect for community needs and cultures
- Willing and capable of working with multicultural families
- Organizational, verbal and written communication skills
- Ability to develop working relationships with children and adults using good interpersonal skills
- Ability to accommodate a flexible work schedule, including evenings and weekends
- Ability to travel in and around the metropolitan New York City region
Physical dexterity sufficient to quickly and easily gain access to a variety of buildings and rooms
- Ability to maintain composure under stress
- Ability to read, analyze and interpret policies and procedures related to the job
- Ability to write routine reports and correspondence
- Ability to effectively present information in one-on-one and small group situations
- Ability to speak and read other language a plus
- A clean New York State driver's license
- Ability to deal with a variety of abstract and concrete variables
COMPUTER SKILLS:
- Basic computer skills and word processing
- Ability to work on various software applications
- Ability to use email and upload/download files
RESPONSIBILITIES:
- Work with birth parents, foster parents and children to ensure that key transitions in children's educational progress receive attention
- Referrals to Early Head Start and Early Intervention for children age 0-3, Head Start for children age 3-5, Pre-School Special Education and/or Pre-Kindergarten for children age 3-4, application to Kindergarten for children age 4-5, application to middle school for 5th graders, application to high school for 8th graders, and application to post-secondary education or vocational training for youth leaving high school or VESID
- Engage in special education planning when needed
- Obtain copies of Department of Education, Individualized Education Plans (IEPs) and incorporate the goals of the IEP into the overall service plan for the child
- Advocating with the Department of Education for the provision of needed educational services including specialized needs
- Making use of technical assistance form ACS when needed
- Responsible for ensuring compliance with all agency policies, procedures and government regulations, including but not limited to HIPAA
- Other duties and required by supervisor
