POSITION OVERVIEW:
Provides proposal development, direction and management for large transportation infrastructure projects, or several medium-sized projects, and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Project Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Candidate should be familiar with the integration of engineering, procurement, and construction activities.
SPECIFIC RESPONSIBILITIES:
Provide direction and management for large-scale highway design projects and ensure on-schedule completion within budget
Direct the development of technical analyses, design reports, and preliminary/final design plans, specifications, and cost estimates
Oversee establishment and execution of quality assurance/quality control plans
Monitor and report to management on the progress of all project activity including significant milestones, and any conditions, which would affect project cost or schedule
Support business development efforts within the local and regional transportation market
Performs other responsibilities associated with this position as required
PREFERRED EDUCATION/EXPERIENCE:
B.S. in Civil Engineering
Valid professional Engineering License in NY/NJ
Minimum of 15 to 20 years of related work experience including recent New Jersey Turnpike Authority and New Jersey Department of Transportation highway/bridge design projects
SKILLS/COMPETENCIES:Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project. Ability to identify, track and lead pursuit of potential project targets and markets as part the effort to provide continued growth of the office.
Qualifications
PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Engineering or related technical/business field and at least 15-20 years of related work experience is required. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects. Professional registration may also be required.
SKILLS/COMPETENCIES:
Incumbent must meet Parsons' project management certification requirements. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
